First, there are a bunch of different limits that need to be compared (liability, PIP, uninsured motorist, deductibles for collision and comprehensive, etc.). Second, there are too many variables that actually go into quoting (age, driving record, credit, vehicle type, commute, annual mileage, etc) for any guess of mine to be effective.
Shop around. Contact a couple local agents who represent different carriers and get direct comparisons (using the exact same quote criteria). Then, quote with the direct writers (online or over the phone) as well. I would try to get quotes from at least 10 different companies, but make sure all of the limits are the same.
One thing that most people don't realize; in NJ, personal auto insurance is so heavily regulated that rates cannot be changed to beat the competitor's price. Don't be afraid to give copies of your current best offer to potential agents, they cannot undercut the competition (this is not always true, especially in the Commercial Insurance world).

2. There are no cheap car insurance companies for new drivers anywhere. The companies that do offer cheap car insurance offer it only for experienced drivers, and only in other states, not in NJ.
