If you don't file the report A.S.A.P. you give EVERYONE time to say "Oh, she let me do it and then changed her mind. See? She didn't file the police report for a week after I did it!" and it is their word against yours.
File the police report, give them the chance to "Do the right thing" backed by the cops, and if they don't THEN you have evidence that you didn't let them do this with your consent.
Most insurance policies require notification of a claim, like theft, as soon as possible. The carrier will then ask you to make a police report. The "as soon as possible" clause probably has multiple legal interpretations depending on your state. Putting your carrier on notice protects your ability to collect.
